HAARP, the High-frequency Active Auroral Research Program, is a scientific research facility located in Gakona, Alaska. It was originally established in 1993 as a joint project funded by the U.S. Air Force, U.S. Navy, the Defense Advanced Research Projects Agency (DARPA), and the University of Alaska. The facility’s central instrument is the Ionospheric Research Instrument (IRI), a high-power, high-frequency (HF) phased array radio transmitter designed to temporarily excite small regions of the ionosphere — a layer of Earth’s upper atmosphere charged with particles — in order to study its physical and electrical properties. It is up for debate weather HAARP has an influence on the weather.
